Mr. Chem Phol has been an officer of the Provincial Committee for Disaster Management (PCDM) in Siem Reap Province since 2017. His primary focus is on monitoring seasonal disasters like floods, droughts, and other critical incidents, ensuring the safety and preparedness of the province's residents.

One of his key responsibilities is to promote the registration of EWS1294 within the community. “Early Warning System (EWS) is designed to provide timely alerts and notifications before disasters strike”, highlights Mr. Phol.

"More individuals have been encouraged to register with EWS1294, significantly enhancing the overall preparedness of the community”. 

He emphasies the effectiveness of EWS1294 in safeguarding the people in Siem Reap province against natural hazards. He takes pride in contributing to the safety and well-being of the community, highlighting the system's pivotal role in mitigating the impact of hazards and saving lives.

Indeed, there has been a significant improvement in the overall preparedness and resilience of the community after seeing the increase of registered subscribers to EWS 1294. This proactive approach has resulted in fewer injuries, less damage to property, and a quicker recovery process. Today, 25.680 people have registered to EWS1294 in Siem Reap province. This has transformed their community into a more resilient and disaster-ready environment, empowering individuals to protect themselves and their families.

 Mr. Chem Phol takes great satisfaction in knowing that his efforts have contributed to making his community more resilient and prepared for disasters.

“Observing community members become equipped with the knowledge and tools to protect themselves and their families brings a deep sense of fulfillment”, expressed Mr. Phol.

He also feels a renewed sense of purpose in his role, knowing that his work has a tangible and positive impact on the safety and well-being of the people in his community.

Mr. Phol says, "I am proud to play a part in building resilient communities that can overcome adversity and protect their families".

Mr. Chem Phol strongly recommends that each community member registers with EWS1294, the Early Warning System. This system has proven to be essential during emergencies, providing timely alerts and crucial information that can save lives. Registering with EWS1294 not only protects one's family but also contributes to the overall safety and resilience of the community. He urges everyone to work together to ensure preparedness for any challenges that may arise.

The EWS1294 system utilises various disseminations channels, including Interactive Voice Response (IVR) through "1294," public loudspeakers installed in public spaces in Battambang province, a public Telegram group channel, and radio broadcasting through ABC Radio's network. Additionally, the system is soon to launch SMS Broadcasting technology in partnership with Smart Axiata, a leading telecommunications company in Cambodia. These channels ensure that even individuals in remote areas receive timely warnings, providing them with ample time to prepare and evacuate to safer locations.
